Negotiations Update 10 April 2025

Today’s negotiations meeting was a busy one! Not only did the District present their counterproposals for both Article 20 and 12, but we also had a full agenda packed with discussion items to support faculty. We signed one MOU and presented another. Lastly, we confirmed the necessary guests for our next two meetings in order to move forward with TERB forms, a TERB MOU, and Dual Enrollment. After requesting additional meetings to address our expanding negotiation agenda, the District agreed. We now have five sessions in May, providing significant momentum for our discussions.
24-25 Reopeners
We have been working hard on the articles that PFF chose to reopen this round. The District announced that they would withdraw their request to reopen Appendix L, and we have not seen a proposal for Article 4 yet. At today’s meeting, the District shared their second counter to both Article 12 and Article 20. We are in the final stages of finalizing both articles. For Article 12, the focus has been on clarifying language for Discipline Specialists, SLO facilitator work and stipend, and the DRC Chair. For Article 20, the focus has been on cleaning up 20.10 to make prioritization easier.
MOUs
We presented one MOU for an AI Literacy workshop that the District is reviewing. We also signed another MOU for a faculty member returning from sabbatical early to support their department.
Discussion Items
Information Request Update - after receiving notice of a ULP, the District responded to an information request regarding the Welding Department facilities. The information is being reviewed. The District agreed to set up a shared spreadsheet to track information requests and provide more timely responses.
Clarification on short-term subbing - per member request, we asked the District to provide clarification on how subbing can affect a part-time load. The District confirmed that subbing does not impact workload unless it is considered long-term (2 weeks). However, once the threshold is hit, all previous subbing will count toward load.
Faculty doing classified duties - after hearing continued reports of classified duties being done by faculty, we asked the District to address these examples. They assured us that faculty are not to do classified work.
Time & Effort Report for continued project - we discussed with the District an extended project through Curriculum that would be using Time & Effort reports consistently for the rest of the semester and into summer. Given that it is a temporary project, this would be an appropriate use of Time & Effort reports, but we requested that the details be documented in advance of the work.
We had many other items on our agenda for Discussion, but we were unable to get through the full list. These items were tabled, so our agenda for our next meeting is already pretty full. We plan to present our counters at our next meeting as well as discuss our TERB MOU and new TERB docs as well.
